I don't really know my superhero lore, but it seems to me that Hugo Strange is played by former Surgeon General C. Everett Koop.
Regardless of which Reagan Administration officials are involved, Batman: Arkham City seems to me like the game to be excited about in 2011. Even though it's a CG sequence in that trailer, seeing Batman gliding around the tops of buildings is enough to make an Arkham Asylum fan giddy.
